Dear Jurors:

According to information that I received from Carin Memmer, James Gardner Dahl (Attachment 1) and Lawrence Edward Andrews (Attachment - 2) have been practicing law for the United States Environmental Protection Agency (EPA) Region 6 in Dallas, Texas, without having licenses for 12 and 17 years respectively.  Lawrence Edward Andrews supervised James Gardner Dahl.  If this information is accurate, then the following should be considered.

Both of these men defrauded the EPA, a federal agency that has the mission of protecting human health and the environment.  Specific to the EPA Region 6 are the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Both of these men were/are in positions of interpreting law for the EPA, and of creating and implementing EPA policies that have caused other EPA employees to behave with an adverse effect of aiding and abetting in environmental crimes of the injury/murder of: my father, my relatives and friends in and around Great Lakes Chemical Corporation (GLCC-Central) near El Dorado Arkansas (Attachment - 3), and approximately 500 kids from Roswell, New Mexico as a result of these kids  staying at my famil[y's] summer camp next to GLCC-Central. 

Currently, I have information th[at] I believe will prove that management of Great Lakes Chemical Corporation (GLCC) murdered my father, and that their criminal behavior injured and killed many more uninformed human beings.  The crimes of GLCC have been so insidious and voluminous that organizing this information, so that it will be easily understood, will take me a few more years.  But I am sure that, if there is justice, managers, corporate officials, and board directors of GLCC will be convicted of murder.  EPA responses to the crimes of GLCC have obviously been influenced by unethical behavior within the EPA.

The sources of information that I have that will prove that GLCC management murdered my father are many, and I have studied them thoroughly enough to be sure that it was murder.  The magnitude and severity of the damage done while James Gardner Dahl and Lawrence Edward Andrews practiced law without licenses has NOT yet been determined, because I have only the information available on the Internet, information that I received from Carin Memmer, and some communications with Lawrence Edward Andrews.

My concern goes far beyond the victims of environmental crimes previously mentioned.  I have been told, by good people working at EPA Region 6, that, if the EPA did what needed to be done to prosecute the crimes committed by GLCC through enforcement of Environmental Laws that Congress authorized the EPA to enforce, it would open the gates for thousands more victims of environmental crimes just like the environmental crimes that I witnessed.

Given the effect that policies, actions, and legal interpretations of Mr. Dahl and Mr. Andrews have potentially had on those affected by the crimes of GLCC, and considering the hundreds of situations similar to the crimes of GLCC, the magnitude of the damage these two men have potentially done to society is potentially at a much larger scale.  With this in mind, my perspective begins on a personal level, because the alleged moral turpitude of Mr. Dahl and Mr. Andrew has potentially affected me, and affected people whose safety and health have been and are my responsibility.   But I am aware that many more have potentially had their health and safety affected by this unethical behavior, and believe that this unethical behavior has caused the EPA Region 6 to take an unethical path in its growth and development of a government agency for several years. 

I believe that this this sort of unethical behavior has resulted in making the EPA Region 6 an entity that is falling short of serving the public, while it is serving criminals that are injuring and killing many.

During the past 3 years, I have been dealing with the crimes of Great Lakes Chemical Corporation; mostly crimes that have been committed at GLCC-Central which is next to the house where I was born.  The severity and complexity of these crimes would take several large books to describe.   The questionable responses to these crimes by those working for government agencies would also take several books to describe.  But given the limits I am facing with time, and given that it is my understanding that the information I am sending to you is to help determine weather or not an official investigation is warranted, I am asking that you consider all of the information that I am giving to you regarding the crimes of GLCC, and that you explore the possible impact that positions and actions of James Dahl and Lawrence Andrews may have on those affected by the crimes of GLCC, and on those affected by similar criminal organizations.

Many government officials in many of the above listed entities have told me that their responses would depend on how the EPA responded.  Many EPA employees at EPA Headquarters, in Washington, DC, have told me that their responses depended on the response of the EPA Region 6 office in Dallas, Texas.

Managers, corporate officials, and board directors of Great Lakes Chemical Corporation - Chemtura (GLCC) have broken many state and federal laws, routinely, for the past 40 years, and have deceived many. This has resulted in horrific suffering and potential premature deaths for my father, for some of my family members, for about 500 kids that went to my family's summer camp, and for several thousand more uninformed victims in and around Great Lakes Chemical Corporation Central Plant (GLCC-Central) near El Dorado, Arkansas.

I was reading a web page: http://www.usdoj.gov/usao/ct/Press2004/20040429.html where it talks about crimes that were committed by folks associated with a company called Tyco. The crimes described on this web page are similar (but appear to be less voluminous and severe) to some of the crimes that have been committed by GLCC. You are listed as being the contact person. I am assuming that you are experienced in matters like this, and that you may be able to help.

Walter Bricklen, a GLCC employee of 25 years, was reporting crimes of GLCC to Charles Moulton (Sr. Assistant Attorney General of Arkansas), to several other government officials with environmental, health, and labor agencies, and to me.  This resulted in Walter being wrongfully dismissed (fired) by GLCC. A day or two before he was going have a hearing for wrongful dismissal with an administrative law judge from OSHA, an Attorney in El Dorado pressured Walter into settling with GLCC for $40,000 with the condition that Walter would be fined $5000 each time he said something negative about GLCC.  GLCC made payment, but shorted Walter $5000, making a breach of the settlement.

A couple of other former GLCC employees have also submitted to Charles Moulton, on my behalf, information regarding crimes that they either participated in or witnessed at GLCC-Central.

Walter has until October 26 to submit a "brief" related to the breach of the settlement to an OSHA administrative law judge. If this "brief" is done well, and all goes as it should with the administrative law judge, many more former and current employees will likely feel free to report what they know about the crimes of GLCC.  This could result in both state and federal governments having enough information to put several criminals associated with GLCC, and some criminals associated with government agencies, in prison for a long time.  A year or two ago, some former GLCC employees implied that they were afraid of loosing Disability checks that should have been Workers Compensation (a scam designed by the GLCC and company doctors).  After this hearing with the OSHA  administrative law judge, I believe these former GLCC employees will have a lot to say if they are still alive.

It just occurred to me that you may not be aware of the fact that the directors of Great Lakes Chemical Corporation recently bought their company from themselves, changed their company's name under the guise of a merger, and moved their headquarters from Indiana to Connecticut.  I believe this was done to avoid criminal charges they should eventually be facing for the murder of my father, and to avoid liability for several other crimes they have committed which have affecting thousands more uninformed human beings. They have directed a voluminous amount [of] crimes during the past 40 years with many crimes still ongoing.

It is, also, my understanding that Great Lakes Chemical Corporation Central Plant near El Dorado, Arkansas is still operating under permits that were granted to them based on false and misleading information that they submitted to the Arkansas Department of Environmental Quality, to the Arkansas Department of Health, to the United States Environmental Protection Agency, and to the United States Public Health Services Agency for Toxic Substance and Disease Registry.

I have two specific questions. First, have you ever made decisions regarding Great Lakes Chemical Corporation (now called Chemtura) while considering an interpretation of law or EPA policy made by James (Jim) Gardner Dahl, or made by Lawrence E. Andrews[?]  Second, are you aware of anytime that Mr. Dahl or Mr. Andrews had any involvement in the EPA dealing with Great Lakes Chemical Corporation? I am seeking a YES or NO answer for each of these questions. It is my understanding that there are approximately 900 employees at the Region 6 EPA. Please make sure that each of these 900 employees receives this message.

This evening, I realized that I didn't send you a copy of my most recent FOIA request that I sent to Jerva, so I am sending you a copy of it now.  I talked with Jerva, a few days ago, to make sure that she received it.  She told me that she did receive it, and that she would see what she could do about getting this information by December 16.  I have heard nothing from anyone regarding this  FOIA request.  I am assuming that the reason I have not heard anything is that responding to my FOIA request is up to you.  It is my understanding that you are the Region 6 EPA lawyer in charge of FOIA.

Since a copy of this is going to a grand jury for the purpose of showing a potential connection between crimes of Great Lakes Chemical Corporation and unethical behavior of some Region 6 EPA lawyers, I believe that including the experiences I have had with you could be significant.

There are a couple of statements that you made to me that may have been derived from James Gardner Dahl being your mentor, or by Lawrence being your supervisor.

The first statement of concern was made during a meeting we had in the FOIA reading room in June 2004.  You explained to me that, because I was concerned about the murder of my father, because I was concerned about injuries and deaths of my friends and family, and because I was concerned about the injuries and deaths of kids that stayed at my family's summer camp, I held self-interest in the information I was seeking from the EPA regarding Great Lakes Chemical Corporation.  You explained to me that this self-interest that I held disqualified me from receiving help from the EPA.  You said you believed that taxpayers wouldn't want the EPA to waste its resources on my self-interest.  Was this interpretation of law and policy derived from James Dahl being your mentor?  Was it derived from Lawrence Andrews being your supervisor?

The second statement of concern was made by you during a telephone conversation that you and I had recently.  During this telephone conversation, I was following up on some FOIA requests that I had made which were obviously being ignored.  You explained to me that it was your "job to make sure that the EPA doesn't do anything that it doesn't have to."  Was this declared duty of yours derived from James Gardner Dahl being your mentor?  Was it derived from Lawrence Andrews being your supervisor?

Subject:  Time Extended for Grand Jury Info

You  received a Freedom of Information request entitled:"Jim Dahl and Lawrence Andrews Second Edition, which is copied and pasted below.  I just found out that the Grand Jury will not need the information requested until December 16, 2005.  If you notice that Jerva hasn't  distributed this request by Monday, December 12, please take over in making sure that each and every Region 6 EPA employee has a copy.

The original request is as follows:

The following is addressed to each and every Region 6 EPA employee through the Freedom of Information Act.

I have two specific questions. First, have you ever made decisions regarding Great Lakes Chemical Corporation (now called Chemtura) while considering an interpretation of law or EPA policy made by James (Jim) Gardner Dahl, or made by Lawrence E. Andrews[?]  Second, are you aware of anytime that Mr. Dahl or Mr. Andrews had any involvement in the EPA dealing with Great Lakes Chemical Corporation? I am seeking a YES or NO answer for each of these questions. It is my understanding that there are approximately 900 employees at the Region 6 EPA. Please make sure that each of these 900 employees receives this message.

Please send responses to the Grand Jury, in care of: Ben Stool - Assistant District Attorney, Public Integrity Division, Criminal District Attorney's Office, Dallas County, Texas through email. Ben Stool's email address is bstool@dallascounty.org .  He needs this information before December 9, 2005.  I have no doubt that some EPA employees will attempt to avoid answering these questions in a timely manner by saying that they didn't receive the message in time. For those who don't receive this message in time, please answer it when you finally do receive this message.  I don't know how long the grand jury will be looking at this matter.
